April 2009 Minutes

I. Call to Order: Meeting was called to order by Johy Betts.

II. Reports:

University Human Resources - Beth Reinhard announced to council training sessions for biweekly payroll and self-serve time keeping will start sometime in August.

Provost Office - John Teahan discussed how University Staff and A&P would be eligible to serve on council and announced that a pay band maximum would not be a disqualification to serve. 

III. Guest Speakers: Jim Traub, Project Manager - HR Restructuring

There are positive signs that the change from Classified Staff to University Staff is very beneficial to employees.  For example, a Facilities Management employee experienced a 30% increase in salary due to the market range for the position.

The software performance management system all employees will use is Softscape.  A majority of the Supervisor/Manager training is mandatory for the new software.  Under the new system, there are 3 components to the annual performance review; goal setting, self-evaluation and career development plans.  The performance review cycle begins mid-October through mid-December.  Reports are due to the State in January 2010.  A pilot program for the new performance system will be implemented in a few schools on grounds and departments such as Facilities Management. 
-Market ranges have been finalized and are now listed on job postings. 
-The new leave policy will be announced on May 15th.  Banked leave time will be incorporated into the new system.  Again, there is no penalization for those who want to move to the new University Staff system, employees will not lose their accrued leave time. 
-Open enrollment for the University Staff system will take place in October. 
-There will be a new short term disability plan for faculty.  Starting in July, the State VSDP plan will have a one year from hire wait period and 60% salary replacement.
