I. Call to Order: Meeting was called to order by Johy Betts.

III. Guest Speaker: James Traub, Manager HR Restructuring
Jim Traub explained the restructuring legislation coming out of Richmond that gives UVA a certain level of autonomy in these areas: finance, capital projects and the following categories within human resources; compensation, performance management, employment policies, and benefits (other than healthcare). He brought to council a call for task force nominees and self-nominees to help HR formulate career paths from entry level all the way up to the level of Vice President. There will be 15 task forces in all to encompass all levels and job categories. Each task force will have approximately 10 individuals. The task force teams will meet from January through March, meeting about 1 hour each week. An orientation session is scheduled for mid-January (January 29th) to educate task force members on what they are expected to accomplish. Each task force will be assigned a representative from HR to provide general support. There will be an internal review, then a public comment period during May and June. The task forces will reconvene during the month of July to resolve any issues that may come up during the sessions. The new career paths (defining roles, creating options to grow, outlining qualifications, and training and development programs to strengthen employees along a certain career path) will be rolled out into a new model starting in early fall 2008. Nomination forms were distributed by human resources and each council member will send out the forms to their respective department. Jim also announced that existing employees will have the option to enroll in the new university system at least every two years and when applying to a university position.
IV. New Business: Inside UVA is now all electronic. A council representative asked to have an University Community Credit Union ATM placed in the West Café and perhaps one out at Fontaine as well. January's meeting will be a planning meeting to discuss practices and reflect on this past year's meeting format in efforts to be more productive in 2008.
