III. Guest Speaker:
Becca White, Director, UVA Parking and Transportation
Becca opened her discussion by giving some background on Parking & Transportation (P&T). The department is an auxiliary business which means they raise their own capital and they receive no monetary support from the state and the University. Of the 16,000 parking spaces around campus, over one-half are far away which is defined as having to walk or ride a bus in to the campus. Only 9,000 of the spaces are designated for employees. She also shared P&T mission and goals:
1) Environment - Reduce traffic and emissions. Their buses use biodiesel fuel.
2) Support land use policies of the University - They endorse the use of parking lots being made into buildings.
3) Guiding purpose - Simply put, they get people to where they need to be.
P&T short term goals; a joint opportunity with the Charlottesville Transit System, installing a GPS system into all the buses and bus stops so that riders can see when the buses will arrive at a particular stop. The system should be "live" by late December/early January. They also plan on improving their website. Three low-floor buses will be in operation in December for those riders who are mobility-impaired.
P&T is devising a way to improve service on the Green Route by, perhaps, alternating the route to service the U Hall lot first and then the Ivy lot. They are considering an intercept lot, a parking lot further out of the city and commuters would be bused in/out. Possible cites include a lot west of the KCRC, beyond Fontaine or the Blue Ridge Sanitarium. They will increase the frequency of density mapping to every other year versus every five years to determine where the majority of commuters are originating. The Regional Transit Authority (Charlottesville City and Albemarle County) are seeking federal funds to help increase services. Unfortunately, this money can not be used for charter services (shuttles to/from parking lots).
Currently, P&T is undergoing a study that is due out in early 2008. The study will report on how to improve their governing structure, funding mechanisms and service strategies.
A separate committee - Transportation Demand Management is pushing to have amenities for bikers such as showers in new buildings and bike storage in parking structures.
IV. New Business: Anne Broccoli, will speak at our next council meeting regarding Open Enrollment. A guest speaker from the Commonwealth of Virginia Campaign will also join us in October.
