Clinical Learning Environment Review Subcommittee (CLER)
Charge
This GMEC Subcommittee will be newly formed to advise the GMEC on
matters affecting the clinical learning environment for training
programs at the University of Virginia. Matters to be addressed by this
committee will involve violations of policy and/or protocol that impact
a trainee’s ability to practice medicine in a safe and welcoming
learning environment. Examples of issues to be discussed would include,
but not limited to:
- Patient Safety
- Quality Improvement
- Supervision by Faculty
- Competency Assessments
- Hand-offs of Care
- Fatigue/Well-being

Process
Any member of UVA Health System can ask the CLER Subcommittee to
investigate matters related to the clinical learning environment with a
program or programs. The request should be made in writing to the
Designated Institutional Officer (DIO), Susan Kirk, MD, and should
include a description of the issue or issues. The written
request will then be circulated to members of the subcommittee who will
decide by electronic vote 1) whether the matter falls under the
purview of the GMEC and 2) whether the Program Director of the involved
program should come before the GMEC to discuss the situation, and, if
applicable, state how the matter has been addressed and any corrective
action plans to be implemented. Such discussions with the GMEC
should be viewed as an educational opportunity for both the program and
the other members of the GMEC.
