Virginia Diabetes Legislative Coalition

The Virginia Diabetes Legislative Coalition was formed in May 1997 for the purpose of passing legislation in Virginia to improve the coverage for diabetes outpatient self-management training (education) and supplies by the state employee's health plan, private insurers, and Health Maintenance Organizations (HMO's). The partner organizations involved in this effort include the American Diabetes Association Serving Virginia, the Virginia Dietetic Association, the four Virginia Chapters of the American Association of Diabetes Educators, and the Virginia Pharmacists Association.

Legislation was passed in 1998 (S.B. 245 - State Employee Health Plan) and 1999 (S.B. 244 - Private Insurance and HMO's) to mandate reimbursement of diabetes equipment, supplies, and self-management education. The coalition is now in an implementation phase to work with insurance policy makers to properly implement the intent of the law and to communicate the new benefits to health care professionals and persons with diabetes.
