VA Special Education Proposed Regulations - Public Comment Period (April, 2008) The Virginia Department of Education's Draft Special Education Regulations are now available for public commit before final approval. Hearings are scheduled in 9 locations, starting on May 12. The Virginia Department of Education (VDOE) regulations propose to change parental consent procedures in order to minimize state regulations that exceed the federal requirements. However, states can - and many states do - go beyond federal minimum standards. It is important that families, physicians, teachers, and others who care for children with special education needs review these proposals and make comments to the VA Department of Education in order to ensure that Virginia's children continue to receive appropriate educational services. Governor Kaine's Budget Proposes Expansion of Health Care Access Governor Kaine's budget proposal includes plans to increase women's access to critical preventive care, expand the health care safety net for the uninsured, and launch a pilot initiative to provide insurance to more working families. It also includes funding for health and dental care safety net providers, expand access to health and dental services, and to coordinate services for uninsured Virginians. Funding for free clinics, health centers, local health departments and other organizations providing care to the uninsured is also included.
