John J. Gillon, Jr., is a Senior Attorney, Office of Petitions, U.S. Patent & Trademark Office. He serves, pro bono: on the institutional review boards (ethics committees) overseeing human-use research for the American Red Cross Biomedical Services (Rockville, Maryland), the Walter Reed Army Medical Center (Washington, DC) and the Walter Reed Army Institute of Research (Silver Spring, Maryland); and formerly, as Adjunct Senior Advisor and member of the Board of Directors of the Special Assistant to the Navy Surgeon General for Research Integrity and Ethics.
Mr. Gillon earned a Master of Public Health degree from the Johns Hopkins University School of Hygiene and Public Health (now the Johns Hopkins Bloomberg School of Public Health) in May 2001-his specialty interests are bioethics and health care safety-net programs. He also holds Juris Doctor (1980) and Baccalaureate (1970) degrees from Loyola University of the South (New Orleans).
In addition to registration to practice before and duties with the patent side of the U.S. Patent and Trademark Office since 1999 and nearly 25 years in federal administrative, trial and appellate practice, Mr. Gillon also is admitted to practice before the U.S. Supreme Court and the U.S. Courts of Appeals for the Federal, Fifth and Eleventh Circuits, and is licensed by the Courts of Colorado, the District of Columbia, Louisiana and Maryland. He is an active member of the Giles S. Rich American Inn of Court (Intellectual Property) lodged at the U.S. Court of Appeals for the Federal Circuit.
Mr. Gillon has lectured on research ethics at the Oxford, UK, workshop of the European Federation of Biotechnology, and on the nexus of ethics, intellectual property and technology transfer for the Society of Research Administrators International.
The Association of Trial Lawyers of America brought Mr. Gillon to the Washington area in January 1991 to edit that organization's national law journal on workplace injury and law.
Mr. Gillon is a 1966 graduate of Jesuit High School, New Orleans.
Mr. Gillon and his playwright-lawyer spouse of more than 22 years, Shelley Herman Gillon, live in Silver Spring, Maryland.
